This methodology is proposed by R. RODRIGUEZ ULLOA, (Instituto Andino de Sistemas, Lima, PERU), in the following terms:
"Briefly, SM:SM is composed by five modules:
"a. The Efficacy and Efficiency Criteria System (EECS): Which defines, sets and considers efficacy and efficiency criteria under which all the strategic change will be monitored and controlled
"b. The Providing Resources System (PRS): Which obtains and provides for all kinds of resources to the problem-solving system at any time…
"c. The Social Research System (SRS): Aimed at detecting an organization's strengths and weaknesses
"d. The Organizational Policy Proposal System (OPPS): Oriented to define the present and future organizational mission and the paths (strategies), means (resources), timing and management style to achieve global strategic change
"e. The Implementation Organizational Policy System (lOPS): Aimed to disseminate, motivate, execute, supervise and control the global strategic transformation process" (1993, p.235).
SM:SM is actually used in development projects in Peru.
