The set of the internal or external constraints bearing on the system or situation object of the decision making process.
As stated by M. TODA: "… the more stringent the total constraints, the narrower the sphere of possible plans" (1976, p.83).
As in any evolving situation the decision context may vary, its permanent observation is required in order to update the decisions when necessary.
