G. SOMMERHOFF introduced this concept in order to account for directive correlations of directive correlations.
He wrote:"Sometimes the goal of a directive correlation at one level of the hierarchy is a correlated variable in a directive correlation at the next higher level" (1969, p.189)
General correlations of this type allow the integration of the system as a specific whole, whose most general goal is its own survival as such.
Hierarchies of directive correlations do result of learning processes, but then only on the basis of potentialities acquired by the system at the moment of its autogenesis.
